IV International Scientific and Practical Conference “Health Technology Assessment: Value-Based Healthcare”

The main theme of the conference was the new approach in healthcare – value-based healthcare, as well as the prospects for its implementation in Russia.

Igor Kagramanyan, First Deputy Chairman of the Council of the Federation Committee on Social Policy of the Federal Assembly of the Russian Federation noted that due to the development of health technology assessment both in Russia and all over the world, a new paradigm of health is being created i.e. value-based health care is being formed.

According to Vitaly Omelyanovskiy, the General Director of the Center for Healthcare Quality Assessment and Control of the Ministry of Health of the Russian Federation, the essence of the approach is to control and to analyze the final results, treatment outcomes and costs, but this approach is impossible to introduce without widespread implementation of information technologies and patient registers. “Value-Based Healthcare is a logical development of the system of quality control of the medical care and the differentiated approach to its payment,” he said. “This approach should be based on the expectations and value of the treatment that is being administered specifically for the patient. This approach requires the reboot of the entire system of quality control of medical care and its financing system, in addition, without widespread adoption of information technology, its implementation is impossible.”

Director of the Department of Information Technologies and Communications of the Ministry of Health of the Russian Federation Elena Boyko spoke about the prospects of the implementation of the informatization in healthcare in Russia. According to her, the Unified State Health Information System (UGISZ) allows to unite regional medical information systems of all subjects of the Russian Federation, including information systems of more than 70 000 medical organizations. She also announced the launch of a geo-information health system, through which it was planned to monitor the availability of medical care in the country.

The Director of the State Scientific and Practical Center for Medical Radiology of the Moscow Healthcare Department, Sergey Morozov, shared his experience of the implementation of value-based radiology in practice. In his report, he talked about practical recommendations for the implementation of the approach in the practice of medical institutions.

Leading researcher of the Financial Research Institute of the Ministry of Finance of the Russian Federation Lyubov Melnikova spoke about the existing obstacles in the implementation of the pilot project on the risk-sharing agreement, which could be the first step towards value-based health care.

International experience in the sphere of value-based healthcare was shared by Jens Deerberg-Wittram, Director of Boston Consulting Group, member of the Board of Directors of the International Consortium for Health Outcomes Measurement (ICHOM), Martin Ingvar, Professor of Integrative Medicine at Osher center for Integrative Medicine, Doctor of Medical Sciences, Professor, Director Sahlgrenska University Hospital in Sweden Barbo Frieden, as well as the member of the Board of Directors of the European Renal Care Providers Association Christina Sterner.

As a result of the conference, a resolution was adopted. The participants proposed to the deputies of the State Duma of the Russian Federation and members of the Federation Council of the Federal Assembly of the Russian Federation to prepare and amend the Federal Law No. 323 “On Fundamental Healthcare Principles in the Russian Federation” with regard to the implementation of an integrated health technology assessment system for medications, biomedical cellular products, medical devices, selection of methods for prevention, diagnosis, treatment and rehabilitation for clinical approbation, as well as recommendations to the Government of the Russian Federation and the Ministry of Health of the Russian Federation to expedite the adoption of the necessary legal acts with the aim to realize Federal Law No. 429 ” On circulation of pharmaceuticals”, including the regulatory act on the comprehensive assessment of medications purchased from budgetary funds and mandatory medical insurance.

The conference was attended by the members of the Federation Council of the Federal Assembly of the Russian Federation, deputies of the State Duma of the Russian Federation, representatives of federal executive authorities, executive authorities of the subjects of the Russian Federation, as well as the leading medical experts, representatives of scientific and professional organizations from Russia and foreign countries.
