On April 27, 2017, the International Scientific and Practical Conference “HTA development in Eurasian Economic Union countries” was held in Astana, Kazakhstan. The conference was focused on implementation of HTA system in EAEU countries and financing of innovative and highly expensive medical technologies. The result of this conference was a formation of a Working Group on development and harmonization of HTA system in EAEU countries (including representatives of HTA associations and agencies, and representatives of the Ministry of Health of EAEU). The Working Group was formed with the aim to develop collaboration in HTA and improve its methodology tools and principles.

On September 27–28, 2017, the International Scientific and Practical Conference “Introduction of value-based medicine and development of HTA in Kyrgyzstan” was held in Bishkek, Kyrgyzstan. The conference included a session of the Working Group on development and harmonization of HTA system in EAEU, as a result of which they signed a resolution to produce a road map for implementing HTA system in EAEU countries and developing methodological recommendations on HTA.

On November 5–8, 2017, the Working Group on development and harmonization of HTA system in EAEU held a meeting within the panel session of ISPOR Chapters in EAEU countries, which took place in Glasgow, Scotland. Participants discussed further steps to enhance collaboration in HTA and possible ways to ensure methodology for this process.

On November 10–14, 2018, the Working Group held a panel session, within ISPOR Congress in Barcelona, which was devoted to results implementation to improve decision-making process in healthcare in EAEU countries, and ways to achieve a balance between affordability and cost. In addition, the WG discussed prospects of HTA system development (methodology to determine willingness to pay threshold, correlation between HTA and drugs pricing regulation) and introduction of value-based healthcare in Russia and EAEU countries.
